Captain Picard orders an Away Team to investigate the wreck of a small craft on a nearby planet. Much to the suprise of the crew, they find that the wrecked ship is actually a Borg scout ship, and it’s only survivor an adolescent Borg. Picard initially shows no sign of wanting to help the survivor, however, Dr. Crusher manages to persuade Picard to beam the creature aboard. This could cause the Enterprise to be at great risk, since his presence on the ship could alert the rest of the Borg. Back on board the Enterprise, Beverly is able to disconnect the command and control inmplants that allow this Borg to communicate with the rest of the Collective. Counselor Troi senses great anger and hatred in Picard, who was previously kidnapped and assimilated by the Borg (Ref.: “The Best of Both Worlds” ST: TNG Episodes 174 and 175), but he refuses to discuss his feelings about the subject. However, Picard’s feelings become very much apparent when Beverly discovers that the Borg patient's brain implants have been damaged and asks Picard if Geordi can construct new ones. Picard realizes that if Geordi can tamper with the command structure of this Borg's brain, he can take advantage of the Borg Collective and destroy the entire race through their interconnected network by implanting a computer virus into it.

Beverly is shocked that Picard would manipulate the creature she is trying to heal as a weapon to destroy an entire race. The rest of the crew is in agreement with the Captain, citing the Borg history of warlike activity against the Federation as well as many other civilizations. After several hours, the rescued Borg wakes up confused and disoriented after being disconnected from the Collective consciousness of the Borg.

In the Enterprise science lab, Geordi and a reluctant Beverly communicate with the Borg in order for Geordi to learn more about the command and control systems implanted in his brain. The more they talk, they find this Borg is actually harmless and innocent -- unlike the other Borg they have encountered. They discover that being separated for the Borg Collective consciousness has restored this Borg to being an individual. They name him “Hugh” (Ref: Profile - Hugh Borg), and Geordi begins having second thoughts about using this Borg to destroy his entire race. When he related his feelings to Guinan, she reacts with fear and anger about his new feelings. Later, Picard and Riker discover that a Borg vessel is headed their way... they have come searching for their missing scout craft.

In an attempt to understand why Geordi had such a drastic change of heart, Guinan visits Hugh and angrily relates to him how the Borg destroyed her entire race, but Hugh actually shows sympathy toward her plight. Later, Geordi expresses his conflict to Picard about using Hugh to destroy the Borg, but Picard will hear none of it... until Guinan states she has second thoughts as well, and convinces Picard to talk with Hugh himself. Hugh immediately recognizes Picard as Locutus, the being Picard was transformed into when the Borg kidnapped and assimilated him (Ref: Profile - Locutus). However, Picard is surprised to discover that unlike the rest of the Borg, Hugh exhibits human emotions and compassion.

Persuaded to change his mind by this encounter with Hugh, Picard foolishly abandons his plan to destroy the Borg, figuring that Hugh’s experieince with freedom and individuality will be a far more destructive weapon to the Borg. Picard does offer Hugh the choice of either returning to the crash site to be rescued by the approaching Borg vessel, or remain on board the Enterprise permanently. Hugh is tempted by the offer to stay with his new friends, but decides to be returned to the crash site. He does this to ensure the safety of the Enterprise, for if he were to remain onboard the Borg may detect him at some future time and this would risk the lives of everyone onboard. He returns to the surface with Geordi, and while there, he expresses to Geordi that he does not want to forget his experiences through re-assimilation into the Collective. As Geordi watches the Borg rescue party reclaiming their lost member, Hugh meets Geordi’s eyes, offering a hope that he will indeed remember their friendship.
